I'm using a the beta version of xcode and the SDK for iOS 15. Now that iOS 15 is out will I be able to upload builds using the beta SDK to connect?

NO. You need to use Xcode/SDK released with Apple's announcement saying you can submit apps.
Seems the Xcode 13 RC is the version you need.
