What happened to the Network Link Conditioner in the iOS Developer menu?

I wanted to test an app on a slow network and every article online says that you can go to Settings > Developer > Network Link Conditioner on any iOS simulator or device that has the developer menu enabled but neither the iPhone 12 (iOS 14.5) simulator nor my physical device (iOS 14.8) has the Network Link Conditioner option.

Did Apple remove it?

Network Link Conditioner is part of the "Additional Tools for Xcode 13"...
...so you will need to download, from https://developer.apple.com/download/all/
The download is a dmg, with all the tools.

The "Hardware" folder contains "Network Link Conditioner.prefPane"

Since Xcode 11, you can limit the network condition for a tethered device.
