Device Management Profile Failure on subset of users with Intune and Comp Portal

So we have about 4000 devices and we have recently started rolling out ADE with ABM with Intune.

We have done significant testing and now see this works.

Our setup: Phones purchased via carrier Added to ABM Then we assign to our Intune MDM via ABM and the default profile is assigned to the device.

Issue: This is not with everyone only a a handful of users. All users are in the default enrolment group in AD. We now use by default Outlook for iOS alongside Edge, Teams, OneDrive and Office app.

The handful of users are existing and new users and some are using native apple mail setup and others are Outlook for iOS setup.

So our Intune ADE profile rolls out to the device we are saying to existing users use your icloud data to bring over and new users dont transfer anything. Connects to Wifi and activates, then Remote Management config kicks in and MS sign in page comes up then into Touch ID then to iPhone Get Started.

Once phone boots Comp Portal and other O365 are deployed the device management profile is already installed but when the user opens comp portal it wants to sign in again additional and take the user through a manual enrolment download another management profile again but fails as its already installed. Stalls the completion of the setup of the phone. Can you help ?

This is not happening with every user just certain users. All iphones are SE and brand new.
