Multicast networking entitlement using University developer program

How we can apply for the Multicast networking entitlement for out developer program? We're currently enrolled in "iOS Developer University Program", and we don't have access to the link https://developer.apple.com/contact/request/networking-multicast (it says that our Apple ID doesn't have access the right to access to that page).

Typically the owner of the account is the one who needs to apply for the Entitlement.

Regarding:

We're currently enrolled in "iOS Developer University Program"

I am not sure how the entitlement process works for this account type. I would consult with the account owner to see if they are able to apply for the entitlement. If the account owner of your Development Account is not able to apply for the entitlement then I would open a TSI regarding this matter and I can try to dig into it further.
