Apple Developer Program Enrollment Pending for Months

I'm working on a mobile app for a customer and we've faced a strange issue with the Apple Developer Program Ennrollment: it was submitted in August and it's still pending.

The customer has everything they needed before the enrolment:

  • A D-U-N-S Number
  • The organisation is a legal business
  • The person who did the enrolment has the legal authority to bing the organisation to legal agreements.
  • The company has a public website.

The customer has tried to solve the situation with Apple several times, and they've confirmed that there's nothing they'd need from the customer and that all the information provided in the enrolment was correct. They simply reply along these lines:

Rest assured that we will let you know as soon as we have an update for you.

The customer is based in Finland.

We have a set deadline in Mid-January to release the app so the situation is starting to be really unbearable.

Is this normal? Has anyone encountered similar waiting times with Apple? Is there anything we could do to speed up the process?

I'm replying this thread as it's our Apple Developer account that is still in "Pending" status. The enrollment was requested 26th August so it's been almost four months now and still no updates besides the aforementioned "we appreciate your patience".
