Rebranding

We are exploring rebranding our app as we plan a significant update. New UI experience and new functionality. Should we release as a new app or release under the existing app? If released as new app can the new app and old app be linked is someway to promote existing users to update?

You can release under the same app ID. Just change the app commercial name in AppStore connect when submitting new version. I already did it without problem.
