did you get any where - i got this error.. I'm now trying to reinstall 13.2.1 instead :(

The accepted answer here doesn't seem useful. I'm having the exact same issue updating from XCode 13.2.1 to Xcode 13.4.1 (via the standalone developer download page, not from the App Store). If anyone has any real solution to offer, please post it here.
