I am trying to download iOS 13 on Xcode 13.3, but it doesn't seem like it's installing, so I followed the steps here: https://stackoverflow.com/a/57545459

However, after the download and during installation, it's telling me that the iOS simulator I am trying to install is not compatible. The following are the exact words of the error prompt:

This package is incompatible with this version of macOS. The package is trying to install content to the system volume. Contact the software manufacturer for assistance.

Is there any way I can download iOS 13 simulator? Is it possible to download iOS 13 simulator considering my current macOS?

Where do you get iOS 13 simulator ? In Xcode > Preferences > "Components" tab ?

When in simulator, what do you get in File > Open simulator >

It was a misleading question, let me fix it. But yes, I am referring to the iOS 13 simulator.

Turns out my internet was just painfully slow.

I tried downloading via Xcode again and it fortunately worked for the Nth time.
