Paid Apps Agreement IBAN number invalid

I've been trying to setup my paid apps agreement but it refuses to accept by IBAN number, saying it's "invalid". I've checked it using IBAN checker, I copied and pasted it directly (as well as typed it by hand). I've called my branch and they verified it. I've used this IBAN for other accounts and services and it has always worked fine. I've scoured the forums and found others with the same issue but no answers to resolve it.

What is causing this issue? Is the setup screen bugged? I entered my IBAN, then set the country to Ireland, this causes the fields to change and suddenly my IBAN was in the account number field instead. This might be an indication of a bug.
