Can I know how to change the payment method we used to signup with the Apple developer account?
I searched in membership are on my account but didn't find anything related to changing payment, Also I tried to see if the payment method is linked to my Apple ID but that page shows (No Payment Methods)
So can you guide me to solve this problem? Thanks.
If I understand your question correctly, you should go to https://developer.apple.com/account/#!/membership
There, at the bottom of the page, there is a settings area where you can change default payment.

Im encountering the same issue.. I cant change my card number via the "Manage payment method" in the https://appleid.apple.com/account/manage/section/payment page.
