In our app, we have a very small portion of users who are receiving this error code when they try to purchase a promotional offer for a subscription. The promotional signature generation succeeds and has no issues, but when they go to purchase, they receive this error. Does anybody know under what conditions this error might be thrown by StoreKit? Are we told why the user is inelgible?

Promotional offers are limited to past or active subscribers. Customers who received this error have never subscribed to any auto renewing subscription products.
