I am the Somerset County (NJ) Clerk, in addition to being a developer and an ADC member. I submitted a free app for my office, which was rejected because my name doesn't match the name of my organization. Do I seriously have to create a second account to provide a free app? (I am also on the Google Play Store with absolutely no issue.)
Did you use the name of the organisation you work for for the name of your app ? It may be a rule that your app name may confuse people thinking they are using a legitimate app from the organisation.
They are using a legitimate app from the organization (or they would be if I get get this released). I am the county clerk.
In any case, Apple is requiring me to set up a new organizational account, saying that an individual account cannot release this kind of app. During this delay, people can continue to download the Android app. Well done, Apple!
