Does App Store Connect metrics show only opt-in user data?

I'm trying to get daily app install/download data from the metrics tab.

In Usage->Installation it shows the Opt-in Only flag. But in Downloads->Total Downloads it doesn't show the Opt-in flag. Do Total Downloads show Opt-in user data only?

If it doesn’t say “Opt-in” next to the number, it is for all users.
