my app is set up "Allow Arbitrary Loads = YES" and before update iOS 16.2 I can access to "http://~~~" from webkit. but now I can't it from some phone. (The problem is not the same.)
is this an OS problem? Is there a solution? Help me!

I am experiencing the same thing since updating, I've tried changing all sorts of settings but it seems to be forcing all http requests to be https. Were you able to find any solution for this?
Does the URL open in Safari ?
What happens if you replace http with https ?
Note: iOS 16.2 has added several security features for WebKit. That could be the reason.
