How to create discount promo codes for priced app

I have an app set for Tier 5 pricing from the Pricing and Availability page in App Store Connect so users make a one time payment at install time. I'm looking to create some promo codes to give out to users so they get a discount. How can I create these?

I tried Services -> Promo Codes and I was able to generate some App Promo Codes there, but I don't see where these are configured to a specific discount or how a user can redeem these in the App Store?

I found Account -> Redeem Gift Card or Code in the App Store which lets the user redeem these App Promo Codes. It is not particularly clear in this UI that it's referring to promo codes created by Developers vs Apple Gift Cards. Also, there doesn't seem to be a way to specify discount amount or percentage, App Promo Codes created this way provide the user a 100% discount. Would be nice to be able to specify, but this solves my issue for now.
