I'm also a team member, so that I can access an organization account. The New User form on that is this:
But that on my individual account is this:
Only the Account Holder can access Certificates, Identifiers and Profiles for individual accounts.
Note: If you’re enrolled as an individual and add users in App Store Connect, users receive access only to your content in App Store Connect and are not considered part of your team in the Apple Developer Program.
