The operation couldn’t be completed. (AppThinning.StubError error 1.)

when archiving and distributing my app I get this error. but, when I restart my Mac the error goes away but not always. Sometimes the Xcode allows me to distribute my app and sometimes it does not. it points me to the logs but there are zero errors in the logs. PLEASE HELP THIS IS A WORK PROJECT. im using Version 14.3 (14E222b) of Xcode.
