I'm trying to install Xcode but because of version I'm not able to install.My Mac version is 12.6.8 where should I download an older version of Xcode?

Go up to "Develop" at the top of the Apple Developer web page, click on "Downloads", and then choose "More" up in the top right (just above where the "Sign Out" link is).
Then filter by Xcode 14.2 and download theXcode 14.2 .xip file. 14.2 is the last version that's compatible with macOS 12 (I just had to dig around to find this yesterday myself).
