What is the process to upload compliance details for my ios app to be available in France. Apple documentation is not Fully Helpful and the links that open up French site are broken. Which form should i upload where can i get it, Can Apple Team or some one help ?

L’utilisation d’un moyen de cryptologie est libre. Il n’y a aucune démarche à accomplir.
En revanche, la fourniture, l’importation, le transfert intracommunautaire et l’exportation d’un moyen de cryptologie sont soumis, sauf exception, à déclaration ou à demande d’autorisation.
In France, cryptology is subject to specific regulations.
The use of a cryptographic device is unrestricted. No formalities are required.
On the other hand, the supply, import, intra-Community transfer and export of a cryptographic device are subject to declaration or authorization.
So you probably have to ask ANSSI: https://cyber.gouv.fr/faq-demande-dautorisation

Yes i use Encryption my App comes under Second Category. What needs to be done to "Upload your French encryption declaration in App Store Connect". This link https://developer.apple.com/help/app-store-connect/manage-app-information/overview-of-export-compliance Suggests me to visit this https://cyber.gouv.fr/ if i search for anything there it gives me 0 results.
