I figured out how to use a Mapkit offline in swift and make the map usable offline . Would a project with a Mapkit still be accepted in the contest? Another question! Are essays required this year? I don't see it in the requirements.

Indeed. But that page also says:
Full Terms and Conditions, as well as any updated eligibility criteria for entry, will be available when applications open in February 2024.
You’ll definitely want to double check once the final rules land.
