Same issue. Just contacted Apple Support to elevate. They seem to be aware that it's an issue. They did not have any sort of timeline they were able to share with me

Seems like our app was rejected due to this issue when testing purchasing, and we are also seeing this same "Cannot connect to itunes store" error in sandbox testing that the App Reviewer encountered.
I have never been able to complete a SandBox purchase.
Checklist:
- I fully reset my iPad and removed the App
- My iPad is connected to the internet.
- I signed out of my iTunes account on my iPad so that I can sign in with the Sandbox user
- I have 3 SandBox users that I have tried.
- I have a Build number and version number in my App.
- I have created a product and it is found by the SKPaymentQueue
Specifically, my App gets a callback to paymentQueue: updatedTransactions: every time,
EXCEPT when the SandBox user completes a purchase by pressing "Buy' (the second time).
At that time, there is ABSOLUTELY NO CALLBACK TO MY APP

Hi,
We have recently renewed our distribution certificate and we are trying to test in-app purchase (auto renewable subscriptions) using sandbox users. We were able to successfully purchase subscriptions via our sandbox user last week.
Starting today (March 31st, 2017), we are unable to purchase subscription.
We are able to fetch list of SKProducts via StoreKit API.
As soon as user taps taps on the subscription plan, we add SKPayment to SKPaymentQueue.
- updatedTransactions delegate is called with this error.
"Error Domain=SKErrorDomain Code=0 "Cannot connect to iTunes Store" UserInfo={NSLocalizedDescription=Cannot connect to iTunes Store}"
Once we encounter this error, Confirm subscription purchase alert shows up on the device.

I've submitted a detailed bug report to Apple. Hopefully if enough of us send a report the issue will be escalated and result in a fix so we can become unblocked by Apple.
