Multiple Legal Binding Authorities?

Our company has multiple developers, but when Apple issues a new user agreement, only one person in the company can agree. Is there a way to have multiple legal binding authorities in a company?

I don't want just one person to have the authority and I don't want to lose the ability to update our apps if that one person hasn't submitted all of the formal paperwork.

So, let me get this straight. Apple Computer has ~160,000 employees and, assuming they follow their own processes, there is only one person in the entire company who can act as the legal binding authority.

Walmart with 2.1m employees has only one legal binding authority for their app on the app store?
