I made a private app for my company and I want to install it. The app is on Apple Business Manager and made some licenses to use in the App Store as voucher codes. after I filled in the voucher code I cannot install the app. I'm getting an error: Cannot connect to App Store. What I'm doing wrong?

In App Store Connect it says under pricing and availability that I cannot sell the app and in the business tab it says at the paid agreement type that it is still pending user info.
