I am unable to add Internal Groups to the builds. Tried it twice with two different builds, but after the processing and compliance confirmation, I am unable to add groups. They are disabled.
Is there someone who is facing the same issue?

I encountered the same problem, and temporarily resolved it by adding a new external tester group made up of internal testers, and then proceeding with testing once the external testing review was completed.
App Uses Non-Exempt Encryption = FALSE in your plist file.
This worked for us as well. But since this does something entirely different and it was never required before, it must mean that there's still a bug in the iTunes dashboard.
Support is also useless as usual as they're not acknowledging the issue and wants me to send screenshots and some other useless info.
