Unable to get a new API Key

When I try to get a new API Key I get the following error.

"API Keys cannot be created due to an invalid Program License Agreement. Please update this agreement and try your request again."

I have been to the agreement section, and it says:

"Issued October 8, 2025. Accepted November 19, 2025."

Any idea why I still get this error??

Not sure if that makes a difference. I had a paid account, but I didn't renew it because I don't need it anymore, and I was told that I can still use this account for free for app testing.

I see two straightforward options here:

  • Use Xcode for your development. Xcode has a Personal Team feature that allows you to develop apps for your own device without being a member of a paid team [1].
  • Re-join the paid developer program.

I’m not sure if your third-party tooling has the equivalent of Xcode’s Personal Team feature. I very much doubt it, but you’d have to ask the vendor to be sure. But the current path your on, which is clearly focused on paid team membership, because it need an App Store Connection API key, isn’t going to work when you can’t create such a key.

An API key for what? There are bunch of Apple technologies and services that use API keys, so it’s hard to route your question without the specifics.

Hello. I am looking for the "App Store Connect API - Team Key".

Thanks for confirming that. But it leads to another question. If you’re no longer a member of a paid team, you can’t publish apps on the App Store. Given that, what are you planning to do with this App Store Connect API key?

I am using Visual Studio for my app development and in order to test my apps on a live iPhone, I need to use this API Key. Please see the attachment.

Hello. I still have the same problem. Can someone please help me resolve this issue???

I'm seeing the same error and I do have a paid account, and I'm the Account Holder/Admin and the only user on this account. There are no license agreements for me to agree to, and I've made sure I've completed all forms in the "Business" section of App Store Connect. I also see "Your request to access the App Store Connect API was approved." before I try to generate a new API Key here.

Here's the error I see:
