I am still experiencing this issue and have not received any response or resolution.
My enrollment remains in "Pending" status.

I completed the enrollment process multiple times. I receive an Order Acknowledgement email every time. No payment is charged. No receipt or order number is generated. My account always returns to "Purchase your membership" / "Continue to Payment". Two-Factor Authentication is enabled. I have tried multiple payment cards and different browsers. I already submitted a support case.
Could someone from the Apple Developer Enrollment Team please review my enrollment manually and advise what is preventing the membership purchase from being completed?
