Enrollment stuck "processing" for 9+ weeks — Case #102899187117, no resolution

My Apple Developer Program enrollment has been stuck for over nine weeks and standard support has led nowhere.

The situation:

Individual enrollment submitted ~9 weeks ago. The $99 fee was charged immediately. Status has never moved beyond "processing / under review." Support case #102899187117 is open. Every reply is a generic "still under review" — no timeline, no request for additional documents, no explanation. I'm a new developer with a finished app that is ready to launch, and this enrollment is the only thing blocking it. Nine weeks with no communication and no path forward is not a reasonable wait.

My questions to the community and to any Apple staff reading:

Has anyone resolved a case stuck this long — and what finally moved it? Is there any escalation channel beyond the standard contact form that actually gets a response?
