Per Claude: Notice the discrepancy: the developer portal shows your role as Account Holder, but Xcode Settings shows your company role as Agent. Xcode is reading the wrong role, which is why it blocks you.

Try this in Xcode:

  1. Xcode → Settings → Apple Accounts
  2. Select your email address
  3. Click Sign Out
  4. Click Sign In... and sign back in with the same Apple ID

This forces Xcode to re-fetch your actual role from Apple. After signing back in, your company team should show Account Holder instead of Agent, and then Integrate → Create Workflow... should proceed.
