I have a 750GB USB3 WD Scorpio Blue HD which won't boot my PowerBook Pro running High Sierra 10.13b4. It appears that the drive isn't powering up on restart. Anyone else having this problem and is there a solution?

I have the same problem. I use an external SSD with a thunderbolt interface as the boot drive for my iMac. After installing High Sierra i cannot boot anymore from this drive and my iMac starts from the internal harddisk. The SSD is marked as the startup drive in the system settings but the iMac will only startup from the SSD when i choose it the startup drive during startup.
