Some features missing.

I love iOS 9, but some of the features aren't there. The biggest ones are low power mode, slide over, and the spotlight suggestions. I have iOS 9 on my iPad mini 1.

Not all features are available on all devices. For example, this page has a table that shows that Slide Over is only available on iPad Mini 2, iPad Mini 3, iPad Air, and iPad Air 2.

Hopefully bug reports will be filed as feature requests to help that happen.

Not likely for Slide Over, the same required hardware was stated when it was announced at WWDC. This page indicates some of the in-app search capabilities are also limited to newer hardware ("Which devices are these APIs supported on?" near the bottom of the page). I can't find anything specific about hardware compatibility with low power mode, but I wouldn't be surprised if that is also only on newer hardware.
