We submitted an Unlisted App Distribution request on September 29, 2026 and still haven't received a decision. We seem to be stuck in a loop between App Review and Developer Support.

Timeline
- Sep 26: App submitted to App Review (version 1.0).
- Sep 29: Unlisted App Distribution request submitted.
- Oct 3: Rejected under Guideline 3.2. App Review told us not to resubmit until we receive the unlisted decision by email.
- Oct 6 and Oct 9: App Review asked us to contact Developer Support via Distribution > Other Distribution Questions.
- Oct 15: Developer Support said they cannot help with App Review matters, referred us back to App Review, and closed case 102992104513.
- Oct 21: We asked App Review again in App Store Connect. No reply yet.
- Oct 22: We opened follow-up case 103004741994 and replied to the Developer Support email. No reply yet.
The distribution method still shows Public in Pricing and Availability. We have not resubmitted, as instructed.
The app is a workforce attendance app used by employees of several independent organizations on their personal devices. Accounts are created by each organization's administrator. Apple Business Manager distribution isn't practical for us, which is why we requested unlisted distribution.
Could someone from App Review or Developer Support please confirm whether our unlisted request is still under review, or tell us if anything is needed from us?
