Can't Add for Review: "an Admin must provide App Privacy" but App Privacy is complete and Publish is disabled

Our first app cannot be added for review. App Apple ID 6823621704, iOS 1.0, Prepare for Submission.

Add for Review shows: "Before you can submit this app for review, an Admin must provide information about the app's privacy practices in the App Privacy section."

What we have checked:

  • App Privacy: privacy policy URL set, 9 data types declared, no tracking. The Publish button is disabled. Editing a data type and saving again does not enable it, and the error remains.
  • I am signed in as the Account Holder (Admin role).
  • Free Apps Agreement active, latest Program License Agreement accepted, DSA status complete, age rating questionnaire complete, build attached, encryption declared in Info.plist.

Developer Support case 103014147137, open since 31 October. Phone support is not available for our region.

Could someone from Apple check whether the App Privacy status for this app is stuck on your side?

Thank you.

Publish usually stays disabled because one of the data types isn't fully answered, even if it looks saved. Things that fix it most often:

  1. Open each of the 9 data types and step through all of its questions: the purposes, "linked to the user?" and "used for tracking?". A data type that was added but never had its purposes saved blocks Publish without any warning. The summary page should show all 9 with their purposes listed.
  2. Remove one data type and add it back, answering every screen, then check the Publish button again. This sometimes clears a stuck draft.
  3. Try another browser or a private window (Safari and Chrome behave differently in App Store Connect), and make sure only one person is editing App Privacy at the same time.
  4. Check Users and Access that your account shows the Account Holder/Admin role for this app specifically (not limited app access).

If none of that enables Publish, the support case is the right path. Add a screenshot of the full data-type summary, which helps them see it's stuck on their side.
