Unable to verify mobile phone number.

I've added three phone numbers...

but.......still got the error message in developer page.....

i have the same problem, add phone number, but it is not ok, still find 'Unable to verify mobile phone number.' in https://developer.apple.com/enroll/error/phone-verification/

Same issue, I have added two mobile phones in apple id account manager page and also enable two-factor authenitation, But it seems not work ,I also got this isuee where renew membership. Could anyone tell me what I should do?

This is same for me. No matter I add my personal phone and other and saved successfully. But the deverloper center is still displaying this message.
