Unable to verify mobile phone number.

I try the method of add phone number,but it did not resove this problem.

I am now call 4006701855,waiting...

i have solved this problem.

1) use appid and a moblie phone to login to icloud

2) renew your phone number and start two factor verification

3) use two factor verification to login to your account and add a new appid as phone number

4)then wait two or three days

Me too, this issue still exists

just make Sure your Password does not contains any letter or number from your name, email, phone number, etc so it's best to use Random letter, number & special sign for your Password, e.g dgkIWMC#7

Change the Password and Retry the Previous Number again

Just use a password without including your name or last name adress. Include Unique name mixed with caps and simple and a number. It worked for me.
