Your enrollment in the Apple Developer Program could not be completed at this time.

Reason of the error: You probably set the name of the acount as your company name and you have to fill it with a real human name.

Solution:

1. Go to: https://appleid.apple.com/account/manage/section/information , Sign In if it is necessary
2. Once signed in go to Personal Information section
3. You have to change the Name, probably you set your company name as name, the name has to be a name of a person

THIS SOLUTION WORKS FOR ME!

STEP 1 Go onto a new network with a brand new IP address that is not associated with your Apple IDs that have been rejected. Register a new Apple ID with a phone number not tied to your previous apple ids. Setup the TFA on a device that has no relation to your previous account. I used someone else's MacBook. Assuming Apple's system has no way of linking your new Apple ID to the one they are rejecting, you will now be able to enrol in the programme. SEE ALSO POST FROM Jason.c!!!!

STEP 2 My application got rejected because I entered the information of my company instead of my personal information. So even if you want to open an account for your company, you first need to enter all of your personal information. Your company information will be requested at a later step. If you enter the information of your company at the first step, your application will be rejected immediately and you won't even reach the step where you are supposed to enter the information of your company. Same problem, any solutions?

I managed to get past this error by adding (and verifying) my phone number in Settings -> Apple ID -> Password & Security -> Trusted phone numbers. After that I used the same number in the enrollment form and was able to successfully enroll as an Individual developer.

Same thing. I’m 34 Y.O 2FA turned on, YESS!!! OFC I deactivated many times may security keys as I thought. that’s the problem…. I received 2weeks ban for changing account settings on the Macbook! I don’t have time for this stupid security games Apple!! If I own and use on daylight basis your products like iPhone; MB; Apple Watch iPad and so on…I want to develop some apps for my devices. I mean how on earth is it even possible?? I bought many times directly from Apple Store with my credit card… Apple care+ and so on on my name and they can’t verify if I’m 18… Again what the heck Apple? What a silly game...

Faced the same issue yesterday. Tried from Mac and then from iPhone. Added a new payment method as well. Nothing worked.

Contacted Apple Developer Support and they did something on their end. And 5 mins into the call, I tried again on developer website and it worked. I had to fill my personal details again and then, I was able to complete the payment. Got an email saying from Apple saying "Order is being processed". Customer care guy told me it would take 24h for developer account to become active.

As in 2024 I am also facing this error in India and its already 2 months connecting with every support of apple with no luck.

I am not option to enroll from web and in App I am getting this error which is completely ridiculous.

Is there any solution for this issue?

For anyone still having the issue, your best bet is to contact apple support directly. For the people who have contacted, and the rep said they cannot assist further, just request to escalate the situation to a tier 2 advisor or ”development program support specialist“. They can see in the backend what the actual issue is.

If the initial support doesn’t escalate it for whatever reason (though they really should), just request a supervisor and go from there. For me, the second time I called apple support, the frontline support fixed the issue, so sometimes it just depends on who takes up your call. But yeah escalating is likely your best bet.

I am having the same issue. Apple should give feedback why it is not continue to the process. I asked support from Apple. I m waiting for now.

I have the same problem. What is going on here? Why are they saying there is nothing that can be done? I have apps I have developed that I would like to place in the store but this blocks everything.
