I downloaded the GM seed, put the ATV into recovery mode, and attempted to restore it in iTunes. It went for a minute and then said "The Apple TV could not be restored… isn’t eligible for requested build.”

Cannot install tvOS GM Seed
restarting my mac fixed the error for me.
Same for me: pulled the plug and reattached it and still went into recovery mode. Had to restore from the beta 3 .ipsw file (luckily I still had it).
No, I'm on OS X 10.11.1, iTunes 12.3.1.23, and build 13T396 (tvOS GM seed) still does not install.
I updated last night and it's not showing any more updates. It didn't make a difference, couldn't install tvOS GM seed.
Restore appears to be working now
Working for me now.
Unplug your TV from your Apple TV before initiating the update. This worked for me. Also, it's in the release notes to try this.

Works fine here, but a strange thing, i go to settings and checked for update on the atv4 updated to gm, and there is a update...
So what changed to this version? Shouldn't there be a app store and stuff on the GM? I installed mine and there was a app store icon but it dissapeared really fast like it was disabled.
Works for me too. Updated to GM. There is no App Store icon.
