I downloaded the GM seed, put the ATV into recovery mode, and attempted to restore it in iTunes. It went for a minute and then said "The Apple TV could not be restored… isn’t eligible for requested build.”

Just a heads up: Restoring from iTunes 12.3.1.23 has effectively bricked my Apple TV, all I get now is a "Connect to iTunes" (and of course, restore doesn't work). Prior to upgrading to 12.3.1.23 I was able to get out of restore mode.
Has anyone been able to get out of the blinking light recovery mode after the failed install?
Mine is still blinking, won't recover.
Looks like it may be a case of waiting for the GM XCode 7.1 to drop. Not sure if that's breaking the OS update but I'm worried I could end up in the scenario where the older version of XCode can't build to the newer version of the OS.
Same issue here, it's just bricked my Apple TV.
I just unplugged the apple tv from power and it would boot up normally.
Same here - nice flashing light and not elligible to install.
Same here. I've tried the firmware update 3x to no avail, and each time I simply unplugged the ATV and plugged it back it. It rebooted back to where it was in beta 3.

Unplugging/plugging back in worked for me until I upgraded to iTunes 12.3.1.23 and tried to do the restore, now it boots to the "Connect to iTunes" screen with a blinking light.
It looks like it is working now for me.

are you using iTunes 12.3.1 or 12.3.0.44 ?
I had the same issue - rebooted from recovery mode and was then able to update to GM.
Looks like there's a new OSX and iTunes update. Possible the new version of iTunes is required for the update.
