When I try the Xcode7 links, I keep getting shunted out to a login screen, and after logging in, it takes me the appleid.apple.com page. The same happens when I try to download the iOS9 beta for my iPhone6. Is there any way to fix this? I've tried restarting Safari and also logging out and logging in again.
Similar situation with me. But after logging in and going back to the initial download page, the download commenced.
What appears to have fixed this for me was verifying the primary email address associated with my developer account.
How did you go about this? Mine had never changed in 5 years and I am continully sent back as well main page for my account.
I am having the same issue. I can't verify my e-mail address because for some reason it is listed as @mac.com which no longer exists and there is no way for me to change this. Apple admins, please help!

Did anyone get a definitive answer to this. This is happening to me with XCode 7 Beta 4. When I try to "Resend" the verification it tells me: "This email address is already in use as an Apple ID."
As of today 8/8, I'm seeing the same issues.
Log in to dev center with my email (same of for years), go to download xCode beta, redirected to Apple Id verify email page, click resend, get ID already in use.
Very frustrating experience!
UPDATE: See my response with a fix below.
Ok after a call with the very helpful Apple Id support, we figured out the issue. I have two Apple Ids, one for general purchases and one for dev. The issue was that my purchase account had my dev account's email as a verified alternate email. By removing that, I was then able to log in and download the beta. You may need to verify the dev account email, but at least it will work.
