Send my location when asking for help

Hello,


month age I refused to create an app that would send request for help including your position. As App Store Review Guidelines states:

4.3 Apps that use location-based APIs for emergency services will be rejected


Today I found app that does send request for help including your position:

So it seems there is no problem with this functionality.

How can I check exact meaning of rules? I need to be sure before start the project that the goal is accomplishable.

Can I ask for review my application concept?

I believe that Apple does not want to guarantee that its location services will work 100% of the time. Therefore Apple does not want others relying on the location services for anything that would lead to a catastrophe if it wasn't working - i.e. emergency services. This may be because of a concern over liability regarding an emergency services app. My spouse would be very upset with you and 'deep pocket' Apple Inc. if my boat was sinking and I used your app to send out an SOS only to discover, after all aboard went down, that Apple's services were not working for that hour at that location.
