Can I use TestFlight to distribute builds outside the U.S.?

I have a report that a user can't install my TestFlight build using a Japanese Apple ID (i.e. linked to the Japanese App Store), but can do so using a US Apple ID. Is there any restriction like this?

I have the same problem with an Apple ID linked to the US.


I need to know if this is a restriction.
