Does Apple use ACH or Wire Transfer for payments?

From the iTC FAQs [ Banking ]:

"Payments sent to U.S. banks in USD require an ACH routing number. This must be a domestic payment method. If you provide an international wire routing number, your payments will fail."

Good afternoon,

We are trying to pay 99 USD for Apple Developer Program. We changed many different international cards, and the payment is always failed. There is no option write CVV number. We changed Apple IDs, and nothing. We changes cards, and again nothing. We changed browsers, and again still nothing.

Could you please send us Proinvoice in order to pay via our International Bank? Can we please pay with wire transfer?
Please add all costs, but we need to establish our Apple Developer Program and to push application.

We didn't get any reply from Apple Support. Please help us in order to complete with a payment. We do not have free time to lose it on this.
