Error on "release as a preorder"

My application was verified by apple last night, now it's waiting to be published. I'm trying to release as a preorder on app store connect, but it gives me this mistake. "An error has occurred. Try again later."

What can I do? Why are they giving me this error?

Is this a new app that's never been in the store, or an update? If an update, you're out of luck. If a new app, might be the backend is acting out and you need to be patient and try again later.

Still no joy, clear the cache in your browser, or use another, perhaps on your phone.
