iOS 14 Beta 3 install stuck on term and conditions

When I click on agree, the app is stuck on the Terms and condition. I can still use other apps.
Do you have any idea how I could solve this and install the beta 3?

After I logged out of my iCloud I was still stuck on terms and agreements

if i logout of icloud will it delete all my texts and apps when i log back in?

Updated IOS last night and this problem still exists. I have tried rebooting mobile as well as signing in and out of my apple ID but each time when I try to view the new terms the screen freezes.
