After uploading a build , itunesconnect went crazy and i'm not able to update my next version information or build. I get to the error page https://itunesconnect.apple.com/WebObjects/iTunesConnect.woa/wa/defaultError
with the message
"
We can't process your request.
Try reloading the page. If the problem persists, contact Us.
"

I just check this issue and I also faced this so many times in Chrome Browser , after contacting to apple ..they sent me an email. please check on screenshot.
Solution .. use safari instead of chrome and problem solve for me.

Still seeing this issue today. In fact, I was lucky enough to get the error in Spanish (not my native language)!
