Can I use Xcode 11 with the new macbook M1?

I have an old project that needs Xcode 11 to work, and I still don't want to migrate it to Xcode 12 ... I'm between buying a Macbook Pro 13 "with Intel i5 (10) or with M1.

I need to know if I can use an old version of Xcode (11.5) on the new Macbook Pro with M1
As of now, it doesn't look like you can run Xcode 11 on an M1 Mac. I downloaded 11.7 and it wouldn't allow me to open Xcode. I couldn't even change it to run under Rosetta.

Xcode 12, however, you can change to run via Rosetta, and that came in handy with migrating a project with Cocoapods that weren't quite ready for native Apple Silicon.
