After I entered the beta testing program and installed version 14.5, tracking requests by applications became unavailable. They are permanently off and cannot be turned on. I exited the program and rolled back to 14.4, but the problem persists. I need tracking access to work. I am a game developer. Please help as soon as possible. It is desirable to give the answer in Russian.

I have recently noticed that in the new ios 14 there has been an
introduction of tracking within the privacy settings. I seem to have a
greyed out "allow apps to request to track" I have seen on reddit some
posts and fixes to this like signing fully out of icloud and
reinstalling your ios I was wondering is this an intended feature or is
it going to be fixed.

I have had this same issue. I have called Apple numerous times and have
probably spoke to more than 10 senior advisors. They keep giving me the
same crap and telling me they will call back but never do. It’s been an
ongoing issue for over a month and I am very fed up with Apple. They
need to do something to fix this.
