Does newer Xcode versions support older MacOS versions?

So now i have MacOS High Sierra and i want to install the latest version of Xcode. The app store method just don’t work as it requires 10.15.4 at least so... let’s say that I downloaded the latest version from the apple developer website as dmg or xip and ran the .app will it work ??!?

I would really appreciate it if someone shared his experience.

NO.
The latest version of Xcode (12.4, when posting this reply) requires macOS 10.15.4 or later, whether it is installed via App Store or .xip.
You need to get a Mac capable of running the required version of macOS.

FYI, the Xcode page on the developer web site has a great table showing which versions of Xcode support what (although I must admit that, personally, I just look this up in Wikipedia :-).
