Does your app use encryption? Should I select yes if my app uses only HTTPS?

When submitting my app to TestFlight, I am asked whether my app uses encryption or not. My app only uses HTTPS encryption.

On Apple Developer Documentation I have found that HTTPS should be typically exempt from export documentation requirements, so does it mean I should select NO?

Eventually, does selecting NO mean I am obliged to submit a self-classification report to the U.S. government or I should submit it regardless of the choice?

No, you don't need export compliance paperwork if you're just using the HTTPS implementation that Apple has provided.
