Yes, I am experiencing the same issue. I use Xcode for building iOS applications. Lately, I started seeing that Xcode would get stuck at the Launching app state. I was only able to get it fixed after restarting my MacBook. It happens very frequently and I have to do this 3-4 times in a day.
