After upgrade an iPhone SE to iOS 16.3.1. Reboot the device. Once device back up, there is a screen to enter device passcode; however there is no keyboard. Wait for few seconds. Either push side button as sleep mode or home button, then the keyboard appears. I wonder does anyone experience a same issue?

Yes, having same issue on iPhone SE, but with iOS 16.7.1. It only occurs after re-starting the phone, not when it's just locked or goes to sleep.
As you noted, the fix is to either push the lock button, or allow the phone to 'sleep' then push the lock button again to 'wake up' and once more to bring up the unlock screen, where the onscreen keyboard will then show up.
Kind of annoying, particularly where it's an enterprise solution, but most people don't reboot their phone that often, so will just have to do user education until the issue is fixed.
